You need to get her to a veterinarian quickly. Once a bird stops eating, they go down hill very quickly. She probably doesn't not feel great with the infected eyes which may not only itch, burn and otherwise hurt, but also prevent her from wanting to eat. Sounds like she may have a bad case of conjunctivitis, but the veterinarian will have to confirm so that a topical ointment appropriate to the causative agent can be used. Using topical ointments with an oily base must be used appropriately and with the understanding that too much can be spread on her feathers throughout her body when she preens, thus hampering her natural water repellent oils.
