Hi Annie

Yes, the cygnet needs to be examined and if this is causing pain, to be humanely euthanized. If the swan cannot eat or is in great pain, it will not survive in the wild and there is no reason for it to suffer. Some veterinarians are able to fashion bills for birds. Hopefully, this will be the case for the young bird. Thank you so much for your care and concern. The Regal Swan
