Yes, this is normal. More than likely, these swans are on their way back to their nesting sites from migration and got caught in the inclement weather fronts that have been occurring in your area. The swans are using this area as a possible migration station to feed, rest and wait for ideal weather before continuing their travel. The Regal Swan
