Hi James:
Are the swans going near the feeder or is the area near the feeder frozen? If the area is frozen, they may not be able to access the food. You may need to try and get the food dropped in the water near the birds if you can. DO NOT place food on the ice or you may attract predators. You may also try to provide them with lettuce as aquatic and other vegetation will be severely diminished at this time of the year. If they are able to feed from the feeder, then you must ensure that there is enough food to let them feed at will and then add some lettuce in the water. We hope this helps. The Regal Swan
