Hi Lauren:
Is there any means to chase the two swans from the area or separate the lake/nest from the other swans? If not, there is not much you can do. Hopefully, the male swan will return to protect its family. If the cygnets cross into the other swans' territory, then the mother and the other cygnets will be in great jeopardy.
If you have a boat or kayak, you might try to force the new swans either into an area on the other side of the habitat or force them to fly and leave the area. With enough harassment, they may decide to leave the habitat for a better quieter site. The Regal Swan
