Can a male swan be fertile at 10 months of age?

Hello,
We had our first cygnets born June 5th, 2015 to a pair of swans we have had for 6 yrs.. Unfortunately we lost the male swan of the pair in February of this year.
The mother swan has selected her largest male offspring as her new mate. She has laid 2 eggs so far. We did see the male offspring mate with her ~ 2 weeks ago. Could he be fertile at 10 months of age?
