Hi Cindy
Swans and waterfowl in general can become stressed. However, as long as the swan is eating, swimming, preening, etc., this is a good sign. You do not want her to come out of the water, reinjure herself or be attacked by a predator because she cannot run or escape. She probably feels much safer in the water for this reason. If you cannot capture her or the Sanctuary cannot help, please let us know and we will see if we can intervene. The Regal Swan
