Hi Christine
Not eating is usually a warning sign that something is wrong such as illness or injury. You need to get the swan to a licensed avian/waterfowl veterinarian quickly. If you do not know of such a vet, please contact the RSPCA, a local swan sanctuary or Swan Support in Datchet to see if they can assist the swan or recommend someone that can.
Again, this can turn into an emergency quickly, so the bird needs to be immediately examined and have a blood test taken to determine the cause for the loss of appetite. Once animals/birds stop eating, it is difficult to get them started eating once again and tube feeding may be needed to prevent starvation and/or dehydration. The Regal Swan
