Hi Kay:
The swan is actually dipping the food in the water which must occur so that the swan does not choke on the food. Swans and many other waterfowl must have water to eat for this reason. So, by dipping the food in the water prior to eating, the swan is feeding the fish and even other waterfowl such as ducks, geese, etc., as a secondary effect. The Regal Swan
