Hi Jen

There could be any number of reasons, but the two most probable is that something or someone is chasing them from the pond. It is migratory season and time for swans, especially the young from this year, to be chased by the parents and told to get lost and/or begin migrating. If a predator is in the area, that could also cause them to walk. The most dangerous reason would be to sit on the asphalt in the middle of the road for warmth. Regardless, either of these reasons are going to get the swans killed by a car.

If you can contact a wildlife rehabilitation center, they may be able to capture the swans and relocate them. You just have to be careful and check your state laws regarding Mute Swans because many state wildlife entities will either kill them or tell local wildlife rehabilitation centers or veterinarians to kill them. You can also try to keep harassing them or moving them to the other pond. Please let us know how this works out.
