This could be normal behavior for the parent to abandon the cygnets once they are old enough to survive on their own. However, with the demise of the one parent, possibly from predation or other similar cause, and not knowing the age of the cygnets, we would urge you to call the RSPCA and see if the cygnets might need rescuing if they are not old enough to survive without an adult swan protecting them.
