Young swan moves very little on the canal

My property is bordered by two canals which lead to the River Stour (Suffolk). So swans are frequent visitors. My worry is, there is a young, isolated swan who never moves more than a few metres every day. Been this way for weeks.
Any idea what his problem might be?
