Black Swan cygnet rejected

We have a black swan family with 5 cygnets. They were healthy and normal but now at about 12 weeks one of the cygnets keeps being attacked and run ashore by the father and a larger cygnet. Is this normal? Will he/she survive? It appears healthy and eating but small. We do have a wildlife group here to help if necessary. Any advice is appreciated.
