The infection needs to be completely healed to ensure that the cygnet does not go septic. You can help rehabilitate the cygnet by allowing it to swim and exercise the leg. The cygnet may not be able to place weight on the injured leg. Water therapy is used so the cygnet swims using the leg which helps strengthen the leg. It would be better to have someone how knows how to conduct this process so that the cygnet does not re-injure the leg, tire too easily and even drown or catch possible pneumonia or other sickness from being overly taxed in the water and cannot warm or dry itself.

You need to start immediately with the rehabilitation process or the bird may never be able to use the leg.
