Swan "adoption": 7 additional cygnets, in addition to the inital 7

We have a swan pair that has nested on our lagoon for the last 3 years. Ordinarily the pair stayed near the nest area with the offspring throughout the year. This year the swan gave birth to 7 cygnets and after only a couple days the pair and babies left only to return periodically. After a number of days the pair returned with 7 additional babies for a total of 14. Any ideas what may have happened?? They continue to "visit" the original nest but only briefly and leave. We have not seen where they go but are very interested in how they picked up the additional babies. Looking forward to possible answers since no one in the area remembers ever experiencing this. Thank you
