How deep is too deep for swans to feed?

Hello,
My question is about water depth and swans feeding on the bottom. What depth of water would you say is deep enough to be sure that swans cannot feed from the lake bed? Reason for my question is that I fish a lake which has a large population of swans. They seem to like fishing bait, and regularly pick up my hook baits. I am paranoid that one of these times the hook will take hold and I'll be in an awful situation of having hooked a swan. I'm hoping that by ensuring I am fishing out of their depth that the problem will be avoided, but they are so far surprising me, and feeding from the bottom in water that is deeper than their neck length seems to be. Just how far can they stretch?
