No, this is a beat up swan. It either was in a fight with another swan or something else or scraped it's bill on something incurring bloody scrapes.

The bill will heal. More than likely, this was a territorial fight when this swan entered another bird's/animal's territory or this swan was defending its territory and family.

The major issue is to prevent the swan from getting into another fight and sustaining more injuries. Usually, swans that are beaten avoid another altercation until they are healed and stronger.. The Regal Swan
