Thanks for the reply. Yes, that's what I figured it out to be as well after some more research. Unfortunately, their pen was nothing close to what you described. That was the real problem I had with this. Probably about 6x10 feet I'm guessing, all entirely in the water, zero access to land. Plus the feeder sat directly in the middle, taking up more room. They basically were stuck in that tiny fence on the lake for about a week.

We work at a county government campus, so I called animal control who are on sight to have a look yesterday. The good news is they are finally free. I don't know if my complaint had anything to do with it or not, but it's great to see the swans out and about now, no longer stuck in their tiny cell. Wouldn't surprise me if animal control contacted the swan people and complained. God know when they would've come out to let them go. Wouldn't be surprised if they just forgot about them...

I have zero faith in whoever runs that swan program here. One year, all the cygnets died when they got sucked into the vortex created by the inlet for the water fountain on the pond. Awful. I believe they've taken precautions to prevent this from happening again. At least I hope... But yeah, they have a history here. I feel like they just 'drop them off' and nobody looks out for them. I've had to contact facilities management last year when one of the young swans was getting shunned from the group and bullied from reentering the pond. He was very close to grown at the time, don't know if he was sick or what... I think after I called someone took him away.

It's very frustrating. Sometimes I feel like I'm the only one keeping an eye on these guys. They're signed up for 'goose patrol', but I think they're an afterthought to the people that stated the program. They pay money, get swans dropped off, and leave them be... Seems like there should be a little more care/responsibility than that. But they seem happy for the moment at least, and I thank you again for your help. And for keeping this website up. It's good to know people care!
