Hi Michael
Swans mate throughout the year as this is a bonding behavior. However, most swan species mate to produce offspring only once a year during springtime. Australian Black Swans will mate to produce offspring twice a year, summer and fall.
Mating behavior is not unusual at this time, but if the birds are mating to produce offspring, then yes, it is too early in the nesting season. The Regal Swan
