Someone needs to feed the swans and get them back in the water even if it means slightly harassing them so they seek shelter in the water. If you can toss food such as cracked corn, poultry layer pellets, lettuce and bread approximately 6 feet from the bank, the swans should go back into the water. The longer the swans stay out of water, the greater the chance that a predator such as bobcat, fox, coyote, domestic cats and dogs, people etc., can attack them. So, a little harassment to get them in the water is good. Just don't over do it because the birds do need to get out of the water for a little while in order to preen, sunbathe and dry.
