Young swan cannot stand

I AM A WILDLIFE CARER IN AUSTRALIA. YESTERDAY MORNING I WAS ASKED TO PICK UP A BLACK SWAN THAT HAD BOTH LEGS ON ITS BACK AND WAS MOTIVATING WITH WEAK FLAPS OF ITS WINGS.
I took it home. Put it in a safe pen with shade and water and left it alone. Fed some seeded bread.
Next morning I heard it trying to move by flapping its wings.
It is immature. Fully feathered. And was found in a beach parking lot where it is most unusual but not impossible to see wild swans.
It is taking water when sprayed from a hose ( it was over 100 degrees today) it has eaten some bread. Next I will try it on rolled oats that have been soaked.
What is wrong with this swan? A hands on examination and I see no sign of injury.
It is young and quite passive if I cover its head.
