Swans on frozen pond

Hi-
I work in a building that keeps two Mute Swans on the property pond.
My concern is the pond is slowly freezing over and these swans are still here (the wings are clipped) sleeping on the pond. Apparently, they have had them for years and nothing has happen to them yet. Is this humane? An employee told me that a couple of winters ago one of the swans got stuck in the ice and someone had to come out and break it up to free him.
