The cob pecks at one of her 2 cygnets

One of our pairs of white mute has 2 cygnets and are first time parents. One is smaller and the cob pecks at it. Is this because something could be wrong with the baby or is the cob trying to destroy the baby thinking it could be slower than the other cygnet thus compromising them all. The larger of the two cygnets is only swimming with one leg and the other leg seems to be under his wing. These swans are 3 weeks old. If we find out it's an injury and the cygnet had to be separated from parents for treatment, would the parents take them back or try to harm them? Thank you!
