Hi Tina
If she is still rotating the eggs, then they are still viable. Your count is different than the mother swan's.
Her count (incubation) begins after the last egg is laid. So, as long as she is still caring for the eggs, leave her alone. She will not stay on eggs that are not viable. She will not lose her life or energy for eggs or cygnets that will not survive. The Regal Swan
