The swans should go in the water. There may be predators such as mink, otter or turtles that may be harmful to the cygnet. In any case, this situation needs to be checked out. Please contact Wendy Hermon at Swan Support in Datchet or the local RSPCA. Wendy may be able to provide you with assistance or a contact number for someone in your area that can examine the swans.
