Usually, the cygnets can begin flying around 6+ months of age, so if they are flying, they are much older than you think. If they are younger and cannot fly, then their walking from pond to pond without the parents is extremely dangerous as predators can easily attack them. Hopefully, this is not the case and you will find them in the surrounding area. They may have just gotten lost and can't find their way back.
