Swan not allowed to reproduce

Hello from Washington State! I work at Madigan Army Medical Center and we have two gorgeous swans from Canada on our manmade small lake. When one lays an egg, they are allowed to keep it for a few days then it is taken by one of veterinarian researchers who states we are not allowed to have these swans reproduce here. She also said, "It doesn't hurt the swan." Is it true that it has no affect on the swans? I noticed the female, "Maddie," sitting close to the nest after the egg was taken. She slept there in that spot often. The male also remained close. Thank you for your informative site. I love these magestic fowl!
