Not sure why the swan is still staying in the area unless the weather is so bad it has no where to go. As long as it is not frozen on the pond and can get up and fly away, we would suggest leaving it. You do not want to risk injury or death falling through the ice. Many human rescuers use kayaks and boats for this reason. If the swan should get frozen to the pond, then you might want to call a wildlife rescue facility. Again, as long as the bird can fly, we would not intervene because a rescue will be extremely difficult. The Regal Swan
