45 days is within the realm of normal hatching. Also, your count may not be the swan's incubation time frame. Incubation does not start until the last egg is layed. The swans know what they are doing and hatching should start soon. Swans will not stay on bad eggs, so you can be assured that some if not all the eggs are viable. The Regal Swan
