Yes, pinioning must be done between 1-3 weeks of age, no later as it becomes very difficult on the birds, especially when they have to have anesthesia for the procedure after 3 weeks of age.

There are several ways to find a veterinarian in your area that may help.

Go to your state veterinary medical association or the American Veterinary Association and call to find an avian (bird or exotic) veterinarian in your area or at least near your.

If you have a veterinary university near you, they may conduct the procedure as a teaching tool for their veterinary students. Usually, veterinary universities (colleges) will have avian and exotic degree veterinarian programs, thus there will be someone to help you.

Finally, ask a poultry farmer or waterfowl/rehabilitation sanctuary the name of their veterinarian. Their veterinarians will know how to perform the procedure.
