Hi Kathy

The towns and communities are dictated to by the US Federal Wildlife Services and state wildlife departments. There is a collaborative effort among these agencies along with National Audubon Society, Ducks Unlimited and Cornell University to kill all Mute Swans in North America.

The Mute Swans have been so falsely and maliciously targeted by these entities that in some states it is illegal for wildlife rescuers, rehabilitators and even veterinarians to offer assistance, meaning let the birds die or euthanize them. The reason: So these entities will receive government grants (taxpayer monies) to introduce the larger Trumpeter Swans for Trophy Waterfowl hunting. Trophy Waterfowl hunting permits bring in more dollars and maintain or recruit hunters so that state and federal wildlife budgets can be maintained.

If state and federal wildlife agencies truly cared about wildlife and waterfowl other than as hunting revenue generating commodities, the use of aerators/de-icers and other such solutions could be developed. Sadly, this is not the case and the majority of the non- hunting taxpayer population has no say over conservation and wildlife management in the U.S. The Regal Swan
