Hi Dan:

Keep waiting. Incubation is usually between 35-40 days and incubation begins when the last egg is laid, not the first. The mother swan knows exactly what she is doing and as long as she is caring for the eggs, sitting and rotating, then it means that they are viable. Let her continue sitting and soon cygnets will be hatching.
