Single swan left behind..winter

Hello
my job is located on a pond/lake in Massachusetts. The lake was full of ducks, geese, and swans all summer and fall. Between the adult swans and all their babies, there was 19 of them. When the cold winter started all if the swans flew away (south I'm assuming) except for one swan. This single swan has been by him/herself since October, and it is getting colder and colder here. He looks pretty big and healthy. He is mostly white but still has some brown coloring. We are worried about the swan and dont know what to do about it. Is it normal for a swan to stay by itself? Is it normal for a swan to stay in the cold New England winter? Will he fly away when the pond freezes? We dont know if he needs help or if this is normal? (I call it a "he" but I have no ideas what sex it is) Also, I've never seen him fly before.. he looks fine but im not sure if he can fly or maybe he wasn't ready to fly and got left behind. Any advice? We dont know if we should just leave him alone or if we should call someone to come help him... and if he does in fact need help, we have no idea who to call. Any info would be appreciated
