Protecting Wild Swans (Texas)

For decades there have been wild swans that successfully nested on Lady Bird Lake in Austin Texas, but for the last 4 years all nests of the pairs have been unsuccessful in producing any babies - 4 years ago, there was a flood during nesting season, but in the last 3 years there has been a dramatic increase in daily recreational watercraft and humans. I have witnessed constant invasion of the nesting areas, people ignoring the warnings of the guard swan, and unknowingly disturbing the nests. What are the nesting requirements for swans (how much distance is needed around a nest, length of time, etc)? What can I do? Who do I approach? With what recommendations? Due to the problem, there is only one pair left on the lake and I don't want them to become 'extinct'.
