Swan behavior: Is swan with wings resting on the water in distress?

I was by a lake with three swans on it, most likely Trumpeters. One of the swans, that appeared to be mostly white with a little grey on the head and neck, had its wings spread out to either side, with them apparently resting on the lake water. At one point it raised up and flapped its wings, but did not fly. Another swan flew to the other side of the lake and paddled back toward the other two. I would like to know if this swan with the wings resting on the water is displaying normal behavior or if this is a swan in distress. I walked around the lake a bit and the three of them swam off into a little inlet at which time I did not try to get closer or follow.
I did take some photos although they are not focused as it was some distance away.
