black swan with leg problem (Barb)

I have a female black swan who has hurt her leg. It is swollen at the joint. She is eating/drinking fine but drags the leg when she moves. I have tried putting her in the water and exercising the leg to help with it, but doesn't seem to be getting better. What should I do?? Do you think she is in pain (she doesn't cry or make noises ) Should she be taken care of, or do you have something else I can try to do. Thanks for your help.
