Winter care for a captive mute swan

Hello,

We have a pet mute swan in our condo development. His pond is very large with a large fountain in the center. He never flys out of it so he may be pinioned. He is fed bird food daily. The sides are about 6 ft high, so there is a little barrier from the winter wind. There are some rocks around the edges that he could walk on, but no cover from the wind and cold. I have been told swans prefer to be outside, even in cold weather and snow.

We all love this swan and I would like to know if we should have a cover, brush or some land for him. and what should we provid for the winter months? We do not have a place indoors for him but could board him in frigid weather if you think we should.
