Missing female swan

Our hotel has raised 2 swans for 7 years. They occasionally come and go but for the very first time this weekend, the male returned with no sign of the female anywhere. He seems fine. The original owners clipped their wings so they are unable to fly. They have never been apart and have babies each year. Should we assume she has passed away? We have heard that boaters occasionally try to chase them on the river and I am hoping this was not the case.
