Not eating is not a good sign. But, the swan could be eating sporadically and even at night or other times you are not constantly watching. No matter, the swan needs to be captured and taken to an experienced avian/waterfowl veterinarian for examination and treatment if needed.

Usually, a member will be chased if there is something wrong, sick or injured. If the swan is being chased from the primary habitat, this creates stress which can lead to injury or illness. The further the health declines, the greater the chance it will not survive. Right now, it may be a minor injury or illness that can be readily treatable. The longer you wait to get the swan to a vet, the more the window closes for treatment and recovery. The Regal Swan
