Hi Garth:

We seriously doubt that the birds you were seeing were swans. Swans in the Northern Hemisphere have no black on their wings. But, yes, even if they were swans, they would circle, but at a much lower height such as 100 feet.

You probably were seeing possibly geese, black headed gulls, or ibis. Ibis have black on their wings and are larger than gulls. The Regal Swan
